Why do Asian parents have their one arm up when they eat?

I went on a lunch break from work and as I was eating at a Vietnamese restaurant, I noticed this one man who was eating with his chopsticks on his right hand and then had his left arm up? Why do they do that? Does it help with circulation?

It's not the first time I've seen an older Asian person so that. If I were to go to a popular Asian restaurant where Asians are predominantly the customers there, I'll see at least one arm up on the table. Next time when you go to Vietnamese restaurant, observe and you shall find what I'm talking about.
